Each user has their own Start Menu. All users have the All Users Menu. Navigate to C: Users. Unhide Hidden Items and File Extensions on the View Tab of Windows Explorer. You should see a directory for each user including All Users. If not, double-check the Unhide selections and right-click Refresh.

In the All Users folder, look for Microsoft, Windows, Start Menu, and rearrange as wanted. Inside each User's folder, look for AppData Roaming Microsoft Windows Start Menu, and rearrange as needed. For each User, leaving out those icons you don't want a particular User to see or have access to. Bear in mind that shared Apps, such as Office, can be in the All Users Start Menu or in each Users' Start Menu. They will have access to the program but NOT to your files, unless you share them. If in the All Users menu, they do not need to be in the individual Users' menu. Except for Internet Explorer, Media Player and Media Center, and Adobe Reader, which will re-create themselves in each User's menu if not already there.

Don't forget, once done, remember to hide Hidden Files and Extensions.

I set up standard user profiles in Wondows 7 home premium for my children plus couple of other users, but they cannot see or use any of the programs I installed under.
